В мае прошлого года на съезде Всеяпонского Общества Преподавателей Японского Языка в Токио были официально озвучены изменения, внесённые в экзамен JLPT по определению уровня знания японского языка - Нихонго Норёку Сикен.
С 2009 года данный экзамен будет проводиться дважды в год - в июле и, как обычно, в декабре.
Летние экзамены Нихонго Норёку Сикен будут проводиться для претендентов на 1-й и 2-й уровни и в ограниченных местах... т.е. не повсеместно как зимние экзамены.
С 2010 года также вносятся внутренние изменения в само содержание проводимых экзаменов, а именно:

В первую очередь будет проверяться коммуникативные навыки претендентов.
2.
Будет изменена сама градация уровней JLPT: пять уровней вместо четырёх.
Старые и привычные названия уровней: 1-й кю, 2-й кю... и т.д. будут впредь носить названия: N1, N2, N3, N4, N5.
Первая буква N - от слова Nihongo.
Новая градация уровней следующая:
N1 | Соответствует старому 1-му кю, но с повышенными требованиями |
N2 | Соответствует старому 2-му кю |
N3 | Соответствует уровню между 2-м и 3-м кю |
N4 | Соответствует старому 3-му кю |
N5 | Соответствует старому 4-му кю |
Промежуточный уровень N3 вводится по причине очень большого разрыва между 2-м и 3-м кю.

Теперь экзамен Нихонго Норёку Сикен будет разделён на две большие части вместо старых трёх:
- Определение навыков чтения, куда входят: знание иероглифов, лексика, грамматика и понимание текстов
- Аудирование - определение навыков восприятия японской речи на слух.

Введён новый критерий оценки - "я могу", который определяется самим претендентом в отношении того, что он может при своём уровне знания японского языка.
5.
Унификация экзамена Нихонго Норёку Сикен по уровню сложности.
Отныне данный экзамен будет составляться каждый раз с приблизительно одним и тем же уровнем сложности.
Ранее разброс по сложности мог колебаться очень сильно.
Также изменена политика в отношении публикации материалов экзамена за прошлые года.
Если ранее материалы прошедших экзаменов можно было приобрести отдельно и в полном объёме (они всегда издавались отдельно), то теперь официально будут издаваться только примеры заданий и информация по требованиям к уровням.
Полные тексты экзаменов публиковаться не будут.
До момента официального ввода новой системы тестирования возможны некоторые дополнительные изменения.

Reasons for revision
When the Japanese-Language Proficiency Test (JLPT) was first administered in1984, there were approximately 7,000 examinees who took the test. Since then, the annual test has become a large scale event, attracted some 524,000 examinees in 2007.
During this time, there have been many requests for revision and a variety of issues were pointed out in the interim reports published in1996 and 2000. In 2001 a committee of research associates under the auspices of the Agency for Cultural Affairs presented a proposal for revisions, and the work of revising the test began in 2004.

Regarding the future test schedule: multiple yearly test dates and revisions
In the Progress Report presented in 2007 it was announced that the newly revised test would be administered starting in December 2009. However, due to the progress of the revisions, the introduction of the new test has been postponed until 2010.
With over 3 million people around the world studying Japanese, there is a growing desire worldwide for the J LPT to be offered more than once a year. Starting in 2009, the current J LPT will be held twice a year before the new test is introduced in 2010. In July of 2009, the current Level1and Level2 tests will be offered, followed by all four levels in December of 2009. Testing in July will be conducted in Japan as well as in a limited number of locations in China and elsewhere overseas.

Points for revision
The current revisions address the following four points.
(1) The goals of the new test
The intent is to produce a test that measures communicative competence in accomplishing tasks. Of course, linguistic knowledge that provides the basis for communicative competence are not forgotten. The test is aimed to reflect real life situation where the test taker will be using the language.
(2) Setting levels
In the past there have been requests for revisions to address the fact that examinees who have passed the Level 3 test often have troubles passing the Level 2 test because of the large gap between those two levels. Furthermore, there was the need to measure abilities more advanced than those targeted by the current Level 1 test. In fact, advances in Japanese-language education and societal changes have produced a more diverse range of needs among examinees that did not exist when the test was first introduced. To better address such needs, the test levels will be reorganized into a 5-level format, which will replace the current 4-level format.
The existing test incorporates 4 levels, or kyu: 1-kyu (Level 1), 2-kyu (Level 2), 3-kyu (Level 3), and 4-kyu (Level 4), in descending order. The new test will have 5 levels: N1, N2, N3, N4, and N5; the "N" may stand for both "Nihongo" and "New."
N1: Approximately the same passing level as the existing Level 1 test, but designed to enable slightly more advanced abilities to be measured as well.
N2: Approximately the same passing level as the existing Level 2 test.
N3: Positioned at a level bridging existing Level 2 and Level 3 tests.
N4: Approximately the same passing level as the existing Level 3 test.
N5: Approximately the same passing level as the existing Level 4 test.
All the tests, N1 through N5, will consist of both a Reading Section (covering Writing-Vocabulary as well as Reading and Grammar) and a listening Section. This round of revisions will not extend to the introduction of tests of oral and compositional ability leaving it as future challenge.

Can derive a limited amount of information from article titles in newspapers intended for native speakers. (3) Presenting reference information in the form of "can-do statements"
The new test will be accompanied by the publication of reference information listing some of the tasks that a learner who passes a given level of the test is expected to be able to perform. These "can-do statements" are based on copious data from self assessments by learners. Thus, in addition to finding out their scores and whether they pass or fail, examinees will also be provided with a level-specific profile enabling them to understand their respective current abilities. This, in turn, will enable them to more easily formulate goals for future study and will provide specific images of just what the examinee is capable of doing for consideration within the context of employment, admission to a higher-level school, or the like.
(4) Equating of scores
Although great care is taken in designing test questions, it is very hard to ensure that each year's test presents exactly the same level of difficulty. At present, many people are requesting that the test be offered twice a year, and if this occurs it will be especially necessary to ensure that the results of tests administered on different occasions are directly comparable. Doing so will help ensure that examinees will incur no disadvantage by taking the test at one time rather than another (although the questions will be different). The method for accomplishing this is called equating of scores, which means ensuring that examinees who have the same abilities will receive virtually the same score regardless of when they take the test. This method, which is common in other large-scale language tests, will be incorporated into the new JLPT.
4.
Nondisclosure of test questions
In the past the questions of the JLPT have been published in the spring of the year following the administration of the test. When the new test is introduced, however, the questions will not be made public. Sample questions and profiles of the respective ability levels (see Table 1) will be published instead. The reason why the questions will not be made public is to ensure the quality of the test. Thus, TQEFLL and other language tests do not make public the questions to ensure their quality. This measure is necessary in order to make the JLPT a test whose quality is of world class standards.

1.改定理由
日本語能力試験は1984年に受験者約7,000人で第1回試験が開始され、2007年12月の試験では約524,000人が受験する大規模試験となりました。
この間にテストに関する数々の要望などが出てきました。
また、1996年と2000年には改定のための中間報告書1でそれぞれ具体的な課題が指摘され、2001年には文化庁の調査研究協力者会議の提言が出されました。
そこでこれらを踏まえ、2004年には改定作業に着手することになりました。
2.今後のスケジュール(案)について一年複数回実施と改定一
2007年に中間報告を行ったとき、改定新試験の開始は、2009年12月からとお伝えしていましたが、準備の都合により、改定新試験の開始時期を2010年に延期させていただくことにいたしました。
さて、世界の日本語学習者の数が300万人に達する現在、日本語能力試験の年複数回実施への要望が国内外で高まってきています。
そのため、改定新試験を開始する前の2009年から、日本語能力試験を年2回行うこととなりました。
従来の12月実施に加えて、2009年の7月に現行試験の1・2級のみの試験を実施します。
実施地は、要望の強かった日本国内および中国などの海外の一部地域としたいと考えています。
3.改定ポイント
改定のポイントは、以下の4点あります。
(1)新しい試験がめざすもの
課題遂行能力とそのためのコミュニケーション能力を測定する試験をめざしています。
また、これらの能力を支える基礎となる言語知識にっいても測定していきます。
学習者の実際の言語行動を反映した試験をめざします。

(2)レベル設定
これまで、3級に合格しても2級合格へなかなか手が届かないこと、1級より上のレベルの能力測定の希望があることなどについて、試験改善の要望が寄せられていました。
また、日本語教育の進展や社会状況の変化により、現在では試験開始当初とは異なった多様な受験者層が見受けられるようになっています。
このような受験者の日本語能力の多様性に対応できるよう、現行試験の4レベルから5レベルに、レベル調整を行うこと
になりました。
従来の試験は、上の級から1級一2級一3級一4級となっていましたが、新試験では、N1-N2-N3-N4-N5となります。
「N」は「NIHONGO(日本語)」と「NEW(新)」等から、はじめの「N」を取りました。
N1:現行試験の1級と合格レベルはほぼ同じですが、従来より若]「高めの範囲まで能力測定ができるように改定します
N2:現行試験の2級とほぼ同レベル
N3:現行試験の2級と3級の間のレベル
N4:現行試験の3級とほぼ同レベル
N5:現行試験の4級とほぼ同レベル
なお、N1~N5はすべて「よむ試験(文字・語彙、文法、読解)」および「きく試験」からなります。
口頭や作文の試験については、今回の改定では残念ながら実施できません。

(3)「○○ができる(Can-do Statements)」による参考情報の提示新しい試験では「このレベルに合格すればOOができる」という、参考情報を公表します。
これは受験者自身による、○○ができるかどうかの自己申告を集計したものです。
これによってこれまでの合否と得点に加え、レベルイメージ例が具体的に与えられるので、受験者が現在の自分の能力を把握したり、今後の学習日標を立てたりするのに役立ちます。
就職や進学などにおいても、その人が何をどの程度できるのか、具体的なイメージ例を示すことができるようになります。
(4)得点等化
問題作成時にどんなに配慮しても、毎年の試験の難易度を完全に等しくすることは困難です。
現在、1年に2回試験を行う複数回実施の希望も多く、これが実現した場合には特に受験時期が違う試験の結果の比較を可能にしておく必要があります。
こうすることで、受験者はどの時期の(問題が異なる)試験を受けても不利益を被ることがなくなります。
これはテストの統計分析の手法では得点等化と言い、同じ能力であればいつの試験を受けてもほぼ同じ得点になるということです。
得点等化は世界の大規模言語テストですでに実施されています。
新しい日本語能力試験でも、この方式を採用しようとしています。
4.試験問題の非公開
これまでは日本語能力試験の問題は、実施した翌年の春には問題集として出版されていました。
しかし新試験からは、レベルイメージ(表1参照)やサンプル問題などは公表しますが、問題は全て非公開となります。
問題を非公開にするのは、試験の質的水準を保つためです。
TOEFLなどの諸外国の試験は試験問題を非公開とする方式を採用しています。
世界水準の品質が保証された試験とするためには、この措置が必要となります。
